Het project in het kort door African Diaspora Policy Centre
The African Diaspora Policy Centre (ADPC) is a platform of knowledge and expertise in the area of migration and development. The
Centre serves to facilitate an effective policy dialogue through sharing and exchanging information, knowledge, expertise, new
ideas, insights and different perspectives, practical experiences, exceptional lessons and best practices among migrant organization
s, civil society associations, mainstream development agencies, government institutions and other stakeholders concerned with
migration and development issues in Europe and beyond. The Centre is particularly concerned with contributing to better development
in Africa through the provision of a platform that enables African diaspora in Europe to connect more closely with the continent as
a collective force, pool their resources and proactively undertake initiatives for the promotion of peace, better governance and
brain gain in Africa. The Centre is unique in acting as a valuable strategic link between African diaspora communities in Europe
and Africa. In this regard, the Centre fills an important strategic gap in European countries and the Netherlands in particular.
The added value of the Centre is to assist the tangible contribution of the African diaspora to the efforts geared to the realizatio
n of the Millennium Development Goals in Africa in 2015 and beyond.
The setting up of the African Diaspora Policy Centre was first proposed by several African diaspora Ministries and other higher
officials dealing with diaspora and development related issues on the continent that attended a conference on Migration and
Development in Africa, organised by the World Bank in Addis Ababa, Ethiopia, on January 26-27, 2005. As such, the African Diaspora
Policy Centre is giving concrete shape to this compelling need identified by recipients and stakeholders in Africa as a policy
priority at this moment. Furthermore, the AU accorded Africans in the diaspora to be ?the sixth region? of the African Union. For

This policy dialogue seminar which will be held in Brussels in June 2008 is initiated to enhance the dialogue between the African
diaspora and the policy makers at the EU. The seminar has two interlinked core objectives. The first objective is to facilitate the
inclusion of the diaspora voices, visions and perspectives in policy deliberations taking place at EU level.
This entails stimulating the active participation of the diaspora in the dialogue and in the generation of ideas and policy
insights so as to make their critical voices count in discussions related to migration and development matters at different policy
levels. The second objective is to contribute to policy input from the perspective of the African diaspora into the forthcoming
Global Forum on Migration and Development (GFMD) that will take place in Manila in October 2008. This is with the aim of mainstreami
ng the diaspora voices in the discussions at the international level in a more structured and formalized manner. This will be the
first time that 50 African diaspora organizations from 10 EU countries will come together to interact, network, dialogue, share and
exchange information, new insights, specific experiences and best practices on diverse issues in the migration and development
field. The African Diaspora Policy Centre is coordinating the initiative of this EU-wide coalition of African diaspora organizations
in Europe. The Centre is a strategic platform that is mandated to facilitate the African diaspora organizations in Europe to join
forces, pool their efforts and undertaking initiatives collectively for the overall development of Africa.
Oxfam Novib supports ADPC in the amount of Euor 19,000 for the conduct of the pre-consultation dialogue in the Netherlands which
will be attended by 26 African diaspora leaders.
